If you Special Summon a Dragon Xyz Monster(s) (except during the Damage Step): You can target 1 of them; attach this card to that monster, from the GY (if it was there when the monster was Special Summoned) or hand (even if not), as material. You can only use each effect of "Tachyon Cloudragon" once per turn.
